136 out of 152 developing and emerging countries are critically indebted. Among them, 40 countries are particularly critically indebted, around twice as many as before the pandemic. In many countries, debt servicing can only be maintained at the expense of public spending. Debt servicing in low- and middle-income countries is currently at its highest level since the 1990s. The Global Sovereign Debt Monitor assesses the risk of over-indebtedness in developing and emerging countries and analyses the effects of the current crises. To solve the global debt crisis, the 2023 Global Sovereign Debt Monitor proposes six reform steps, first and foremost the creation of an international sovereign insolvency procedure.
